I think this is an absolutely great idea! My only problem with it is that limit of two per property.

The limit probably is suitable for most properties. However, I think City Hall probably needs at least two per employee. With this restriction, City Hall will simply remain a cesspool?!! ;)

Now for the difficult decision,
do I get
silver (very nice looking)
linen (almost pink, which blends in well with most of my house)
black (hides stains better)
white (too normal)
bone (probably matches my sink better).

Why not encourage the use of rain water to flush toilets with?
Maybe for the same money, the city could put in a rain water toilet flush system, in all city buildings, that used rain water when available.

Water is a renewable resource.

Eileen, You said that water is a renewable resource. Not according to the enviro-wackos, who would very much like to consider themselves the fifth branch of government (after the fourth branch, the Media).

As for Randy's fancy, high-tech Port-a-potties, the city should haul them to Randy's house and set them up in his front yard as a prime example for his neighbors of a poor idea gone bad.
