I'm not sure what part of this story is juciest. Is it the part about the dumb as a stump "business plan" to forge bus tickets? Is it the part about at least one illegal alien (already deported after being convicted of a previous felony) coming back to run the scam? Is it the part about Tri Met getting in a high flutter over having competition for the sheckels coming in from the fare box?
Gosh, so much material, so little time.
Let's start with the part about the business plan to forge bus/light rail tickets. First of all, TriMet receives from the farebox only 20% of the cost to ride the darned thing. The ticket doesn't pay for ANY capital costs, only a measly portion of operating costs. Now I suppose for an illegal alien guy with a couple of (illegal alien?) friends that might add up to the month's rent but anyone who rides light rail knows NO ONE BUYS TICKETS. Ok that's an overstatement. Let me amend the statement to read, 'ALMOST NO ONE BUYS TICKETS.'
Why would you forge something no one has a compunction to buy?
Then we get to the part about the illegal alien doing jobs Americans just won't do: Forge TriMet tickets.

I can't imagine why an illegal alien feel free to hang out in Portland and head up a criminal enterprise. Oh, wait...(here).

Illegal aliens forge documents ALL THE TIME in Portland, Oregon. When they forge something the local liberatti care about then the police get called. TriMet calls the cops about somebody horning in on their fare box scam (see the above statement about buying tickets).
TriMet already extorts money from employers which help pay about half its operating costs and sliver of the money for the TriMet budget comes from the fare box. The rest of it is 'jacked from the feds and local grants, programs, etc.
The fact of the matter is TriMet keeps building lines and adding costs for the same percentage of the population that has always ridden transit. 1985: 2.1% of the population took transit, 2007: 2.1% of the population took transit. The fact is TriMet could have been running buses and jitneys for YEARS and "captured" the same market share. The fact that they scam the public to buy old fashioned choo choos is a scandal that the "light rail mafia," as they call themselves, don't want you to know about.
TriMet has other plans, however. They've got some big bills to pay. They've got to build bike garages with stimulus dollars paying part of the freight here.
And, of course, they've got the health care benefits to pay. TriMet's health care benefits that are the highest of any transit entity in the United States of America: $1900/month for each employee. And don't forget, TriMet's AVERAGE salary is $150,000. AVERAGE. I guess that's why they've been given the Golden Fleece Award by the group, "Common Sense for Oregon," here.
