I'm now auditioning your ideas to combat a neighbor who insists on ringing his bike bell when my dogs are in the yard. I believe his aim is to antagonize them. When he rides by and if my dogs are outside he starts ringing his cha ching bell to announce he's there and rile them up.
I don't need him to rile up my mastiff, border collie, pointer-pit mix and chihuahua. Really. I can't believe he'd really dare them to jump the fence to check him out.
Honestly, I think the Rude Neighbor is antagonizing them so he can use their resulting incessant barking as an excuse to call animal control or something.
I'm not sure what house he lives in but aim to find out and leave him a note. When I've been home to hear it, I've chased after him and yelled down the street to demand he stop (twice) and asking him to come back to talk about it.
What would you do?
I would train my dogs not to bark when a bell is rung. Pavlov may be instructive here.

Deletea note explaining that his bell ringing antagonizes your dogs (with a copy for your records) and asking why he continues to do it. Then I would alert the proper authorities (don't know who that would be) so that if a problem ever occurs they are aware that you have been pro-active and that the dude KNOWS what he's doing is a problem.

However, given this is your neighbor, you may want to alert the Portland Fire Bureau since some imbecile from PETA might actually ignite himself and break through your neighbor's front door?!
In this "global warming inferno", it could actually spread to your front door.
